I’m guessing a bit of armor plating (wild guess), and it looks like there may be a step bar for a tactical advance type of situation (wheel skirt may be to prevent a leg getting wound up by the wheel):

I was quite surprised yesterday that they still used those older gen Suburbans. Even the newest ones are over 10 years old by now. They probably don’t have many miles and quite a lot of custom work on them though.
